There is overwhelming evidence that nearly all children can learn to read. But in schools across the country, many students — especially students of color, students from low-income backgrounds, multilingual learners, and students with disabilities — are not yet skillful readers. Last year, the National Assessment of Educational Progress (NAEP), “the nation’s report card,” showed that not even half (43%) of fourth graders in the U.S. scored at or above a proficient level in reading. And for marginalized students, the numbers are much worse: just 17% of Black students, 21% of Latino students, 11% of students with disabilities, and 10% of multilingual learners can read proficiently by fourth grade.

That any child, let alone the majority of children, goes to school without being taught to read is deeply concerning — and also completely preventable. There are five widely accepted components that are essential to reading: phonemic awareness, phonics, fluency, vocabulary, and comprehension. Decades of research show that when students receive explicit and systematic instruction across all of these domains, they will learn to read. And when students are given access to texts with rich, diverse characters and cultures and see people like themselves fully represented in school materials, they will become more engaged readers.

Javeayah Harris was reported missing on Tuesday, June 30, from her home near Hillsboro Street and Ridgecrest Road in Aiken. According to Aiken County Sheriff Marty Sawyer, the parents of a 4-year-old girl "poured" her remains into a lake in South Carolina after dissolving them with chemicals.

 A South Carolina jury on Monday found a store owner not guilty of murder in the 2023 shooting of a Black 14-year-old.

The jury returned the verdict for Chikei Rick Chow. Chow, 61, who is Asian, shot Cyrus Carmack-Belton in the back after chasing him from his convenience store in Columbia, but maintained he acted to defend his son. The killing sent waves of anguish and grief through the African American community in Richland County, where nearly half the population is Black.

After the verdict was read, sobs and cries of distress came from Carmack-Belton’s family, seated in the gallery. Chow sat silently, frozen, then slowly bowed his head onto his interlocked hands.

In closing arguments, prosecutors and a defense lawyer painted different pictures of the 2023 shooting. Prosecutors said Chow acted in anger because he wrongly believed the teen had stolen four bottles of water from the store. A defense lawyer said Chow fired to defend his son only after the teen pointed a gun at him.
